North Carolina Housing Choice Voucher program — PHAs, wait lists, and what to expect

The Housing Choice Voucher program — which most people still call Section 8 — is federally funded, but the day-to-day work of issuing vouchers, running wait lists, and inspecting units happens locally. This page discusses how and where to apply in the state. North Carolina has more than a hundred local public housing authorities (PHAs) doing that work, plus four regional PHAs that cover multiple counties each, plus the North Carolina Commission of Indian Affairs, which has been a federally designated PHA since 1976 and runs vouchers across roughly a dozen counties. That's a more distributed structure than you'll find in most states, which means where you apply matters almost as much as whether you qualify.

If a voucher is issued to you, it pays the difference between about 30% of your adjusted monthly income and the rent on a unit that passes HUD's quality inspection. You find the unit; the PHA pays the landlord directly. The catch is the wait: Raleigh Housing Authority tells applicants the voucher list is four to seven years. Durham averages about 19 months once you're actually called from the list. INLIVIAN in Charlotte has had its tenant-based voucher list closed to new applicants since 2014, with more than 6,000 households still on it.

  • NOTE: A landlord anywhere in the state can legally post "No Section 8" in a listing and refuse to rent to you because you have a voucher. This comes up more often than anything else in NC voucher searches, and you should plan for it.

How the two types of vouchers work in the state

When people say "Section 8" they usually mean the tenant-based Housing Choice Voucher, which is the standard version: once you've been issued one, you go apartment-hunting with it, and the subsidy follows you to whatever qualifying unit you lease. There's also a project-based version, where the subsidy is permanently attached to a specific apartment building and you apply directly to that building's wait list.

 

 

 

The main issue to think about: if you're applying in North Carolina, don't treat tenant-based and project-based as an either/or choice. Apply to whichever tenant-based lists are open (or watch for openings), and simultaneously apply to every project-based wait list at specific buildings where you'd be willing to live. The project-based route typically gets you housed faster, and HUD's rules let you request a tenant-based voucher after twelve months of project-based tenancy if you want more flexibility later.

If you need rent help now, a voucher is not the answer. The number one mistake people make with Section 8 in North Carolina is treating it as emergency help. It isn't. Statewide programs beyond local PHAs

North Carolina Housing Finance Agency (NCHFA). https://nchfa.com/. NCHFA does not run a tenant-based voucher waitlist the way some other states' housing finance agencies do. Its role in Section 8 is Performance-Based Contract Administration — it oversees project-based Section 8 contracts at around 574 properties across the state, with day-to-day work handled under contract by NC Quadel Consulting Corporation.

  • Separately, NCHFA administers HOME funds, the Low-Income Housing Tax Credit (which produces the income-restricted apartments you'll see listed as "tax credit" or "LIHTC" units), the NC Housing Trust Fund, and a small number of Permanent Supportive Housing vouchers for people with disabilities and chronic homelessness. North Carolina Commission of Indian Affairs. 116 West Jones Street, Raleigh, NC 27603. (984) 236-0160. https://www.doa.nc.gov/. Federally designated as a Public Housing Agency in 1976. Runs a tenant-based Section 8 program across a specific set of counties — Columbus, Cumberland, Durham, Granville, Halifax, Hoke, New Hanover, Orange, Person, Robeson, Sampson, Wake, and Warren — along with Mainstream vouchers for non-elderly adults with disabilities and specialized programs for veterans and people experiencing homelessness. Not limited to tribal members; any income-eligible applicant in the covered counties can apply.

Regional housing authorities. North Carolina uses regional PHAs more than most states. Each one covers several counties where local cities and towns don't have their own authority:

  • Northwestern Regional Housing Authority (Boone) — serves counties in the northwestern NC mountains.
  • Eastern Carolina Regional Housing Authority (Goldsboro) — serves eastern NC counties around Wayne County.
  • Mid-East Regional Housing Authority (Greenville) — serves counties in the Greenville/Pitt County region.
  • Roanoke-Chowan Regional Housing Authority (Gaston) — serves counties in the northeastern Roanoke-Chowan area.

 

 

 

If you're in a small town or rural county and can't find a local PHA listed, your regional authority is likely who covers you.
USDA Rural Development finances Section 515 rental properties in rural NC counties (populations generally under 20,000) with rental assistance attached. These are separate from Housing Choice Vouchers, and you apply directly to each property. Major housing authorities in North Carolina

INLIVIAN — Charlotte / Mecklenburg County. 400 East Boulevard, Charlotte, NC 28203. (704) 336-5183. https://www.inlivian.com/. Formerly the Charlotte Housing Authority; the agency rebranded to INLIVIAN several years ago but still operates under the same federal designation. Runs the largest Section 8 program in North Carolina — roughly 8,700 voucher allocations — plus a public-housing portfolio. The tenant-based voucher list has been closed to new applicants for an extended period with thousands of households still in queue. INLIVIAN has a mandatory 20-hour-per-week work requirement for non-elderly, non-disabled households, which is unusual in the state and something you should know about before applying; seniors and households with a disabled member are exempt. Raleigh Housing Authority (RHA) — City of Raleigh. 900 Haynes Street, Raleigh, NC 27604. (919) 831-8300. https://rhanc.gov/. Serves the city of Raleigh only — not Wake County as a whole. RHA's own FAQ estimates the tenant-based voucher wait at four to seven years once you're on the list. When RHA opens new project-based voucher contracts, applicants already on the main HCV list are automatically rolled onto the new project-based site lists, sorted by original application date — so your place on the main list matters even if you end up housed through a project-based unit.

Housing Authority of the County of Wake — unincorporated Wake County and small towns. 100 Shannon Drive, Zebulon, NC 27597. (919) 269-6404. Separate agency from Raleigh Housing Authority. WCHA's jurisdiction is everything in Wake County that RHA doesn't cover — so if you want to live in Cary, Apex, Holly Springs, Fuquay-Varina, Wendell, or unincorporated Wake, this is the right office.

Durham Housing Authority (DHA) — Durham / Durham County. 330 East Main Street, Durham, NC 27701. (919) 683-1551. https://www.durhamhousingauthority.org/. Roughly 3,100 vouchers and 1,200 public-housing units. DHA's tenant-based HCV waitlist has only opened briefly on rare occasions over the past decade. Average wait once selected from the list runs close to two years. DHA has an unusually active project-based portfolio — JJ Henderson, Laurel Oaks, Morreene Road, Damar Court, Joyce Apartments, Whitted School, Preiss Steele Place, Goley Pointe — with wait lists that open at different times. If you're flexible about building, applying to DHA's project-based options in parallel is probably your best path. Durham is also the city running the Unlocking Doors Initiative described above.

Housing Authority of the City of Greensboro — Greensboro / Guilford County excluding High Point. 450 North Church Street, Greensboro, NC 27401. (336) 275-8501. https://gha-nc.org/. Several thousand vouchers across Greensboro and surrounding Guilford County communities (except High Point, which has its own authority). The HCV main list opens rarely — most recent opening closed in early 2025. The Project-Based Voucher waitlist is currently open on a rolling basis, and there is also an elderly-only PBV wait list open for applicants 62 and older.

Housing Authority of the City of Winston-Salem — Winston-Salem. 500 West Fourth Street, Suite 300, Winston-Salem, NC 27101. (336) 917-6119. Administers vouchers and public housing for Winston-Salem. Historically one of the larger NC authorities.

Housing Authority of the City of Asheville (HACA) — Asheville / Buncombe County. 165 South French Broad Avenue, Asheville, NC 28801. (828) 258-1222. https://gha-nc.org/ Covers the city of Asheville and much of Buncombe County. Asheville's rental market has tightened considerably in recent years, which makes voucher placement especially difficult here — be prepared for an extended search even after you have a voucher in hand.

Fayetteville Metropolitan Housing Authority — Fayetteville / Cumberland County. 1000 Ramsey Street, Fayetteville, NC 28302. (910) 483-3648. Runs vouchers and public housing for the Fayetteville area, including significant outreach to Fort Liberty (formerly Fort Bragg) service members' families.

Housing Authority of the City of Wilmington — Wilmington / New Hanover County. 1524 South 16th Street, Wilmington, NC 28401. (910) 341-7700. Covers Wilmington specifically; surrounding New Hanover County communities and Pender/Brunswick counties are served by separate county-level agencies.

Orange County Housing Authority — Orange County outside Chapel Hill. 300 West Tryon Street, Hillsborough, NC 27278. (919) 245-2490. The town of Chapel Hill has its own separate housing department (317 Caldwell Street Extension; 919-968-2850). Orange County's HCV wait list is currently closed; the county runs a Housing Helpline at (919) 245-2655 for people who need help finding alternatives while waiting.

North Carolina has more than a hundred other housing authorities — most of them small-town or county agencies that serve one community each. The full list, with current addresses, phones, and whether each authority runs vouchers, owns its own apartments, or both, is available as a downloadable Excel file alongside this page. Contact information changes over time, especially phone numbers and extensions, so always call ahead before visiting an office in person.

 

 

 

 

A note on where to apply: you do not have to apply only where you currently live. You can apply to any NC housing authority whose jurisdiction you'd be willing to move into. Many people in NC apply to several lists at once to maximize their chances — there's no rule against it and no cost to doing so.
