Grans to help with bills or housing from community action

The local community action agency that helps low-income families with emergency and long term needs is the Venango County Office of Economic Opportunity. Call the center at (814) 437-2338. This non-profit agency runs has grant applications to help with bills, job training, and a variety of assistance programs. There is also partnership with other local non-profits in Franklin and Venango County. Some of the services they offer include the following.

  • Utility Assistance - Help for paying heating and utility bills, including LIHEAP. Community action offers grant money for power, light, and gas bill help.

Financial assistance, food, money for rent or utilities, and other aid

Community Service of Venango County offers the low income and working poor many different options and resources. They include the following:

  • Crisis assistance - Receive access to emergency assistance, including the USDA and FEMA food programs. Holiday assistance is also offered, including holiday food or hot meals during Thanksgiving and Christmas time, along with Spirit of Giving and Adopt-a-Family programs. Donated clothing is also available to people using our services at no cost to them.
  • Food pantry - The center provides free food and clothing to individuals and families who are struggling with limited income, unemployment or a recent emergency.

The Franklin and Oil City Salvation Army (814-677-4056) is a great resource to contact for financial help or free items. They can direct people to local charities and non-profits, food pantries, and guide people through government assistance program options.

  • From time to time they may be able to provide limited financial assistance for paying utility bills, rent, free food, and medications. The Salvation Army also has free school supplies for kids, applications to Angel Tree, and other social services from the location. The address is 217 Sycamore St, Oil City, PA 16301.

St Elizabeth Center also has a food bank with groceries, personal toiletries, rice, pasta and other items. The location is 311 Emerald St, Oil City, PA 16301. Call (814) 677-0203.

Christ United Methodist Church is based at 1135 Buffalo St, Franklin, PA 16323. A soup kitchen and food pantry help the elderly, single parents, disabled and others. Free food boxes and some basic items like clothes for kids or adults are offered. Call (814) 432-3019
