Franklin County assistance programs.

Resources and ways to get help with bills

If you are struggling in today’s weak economy, or if you are considered low to moderate income, the Blue Grass Community Action offers residents of Frankfort and Franklin County several programs and resources that can improve the quality of life of their family and individuals. They can help with basic needs like food, utility assistance, and clothing, and they will help people become self sufficient over the long term. They are located at 336 St. Clair Frankfort, Kentucky 40601, phone (502) 695-5615.

The Kentucky Low Income Home Energy Assistance Program (LIHEAP)
This assistance program runs annually from November and lasts until March 31st. The LIHEAP program provides grants and other forms of energy bill assistance to low to moderate income clients to help and assist with heating and utility bills.

Rent Help
They provide funds and grants that can be used for rent assistance, including the KY HEARTH program. This housing assistance program will be used to provide short term aid to income eligible persons who are facing an eviction who may be at risk of becoming homeless, and will even provide help to people who are currently homeless. Most applicants need help due to the recent weak economy.

Weatherization
The Weatherization Assistance Program will provide necessary home repairs to reduce peoples utility bills, prevent heat loss and applicants can even get repairs or replacement to heating systems when necessary. The primary goal of the weatherization program is to assist clients in securing a safe, healthy home environment and reduce cooling and heating bills by providing necessary home repairs, and the repairs and updates are free to homeowners. They are no cost. Some of what may be done includes the repair or replacement of heating systems when necessary, extra insulation for walls, attics, and floors to slow heat loss.

Eligibility for weatherization assistance is based on household income, although priority for aid is given to the elderly, low income, and disabled.

Crisis Assistance
The organization has different government and private funding streams that can be used to provide emergency services and grants, including such Winter Care, Emergency Food and Shelter Program (EFSP), resources and services from the United Way, Salvation Army, local donations, and City/County funds round out the assistance and grants that are available to clients.
