Cumberland County Aging and Community Services runs the Homeless Assistance Program. The main address is 401 E. Louther St. Suite 204, Carlisle 17013. Appointments are required. Staff are on site that can assist qualified low income clients needing rent and/or security deposit help. Other services include basic budgeting and life skills management. Various social services, case management, assessments of housing need, and community outreach & development is provided to homeowners, renters, and the needy. Call 243-4283. Cumberland County Housing Authority, which is located at 114 N. Hanover St. in Carlisle Pennsylvania (call 249-1315 or 697-7703), offers several services. Neighbors In Christ - First Presbyterian Church, located at 111 Big Spring Ave. Newville, PA 17241, offers emergency help such as shelter, rent, and support for other bills like heating and food. An extensive application process is in place for any type of rent or housing assistance, including proof of eviction, income, and financial hardship. The center serves as a last resort for people with no other options.

Tri County CAC housing, is based at 130 South Penn Street, Shippensburg, Pennsylvania 17257. A wide variety of programs are offered, including immediate rent relief. Samaritan Fellowship – Crisis help to persons living in South Middleton and Carlisle school districts, Middlesex Township & Gardners area. People with eviction notices or utility disconnection letters may qualify for aid. Note that referrals from Case managers are required for all residents of public or government subsidized housing (ie: HUD, Family Public Housing, section 8). Todd Baird Lindsey Foundation can help with the cost of housing expenses, such as rent, mortgage, utilities, property taxes, and lot rent. Assistance is only offered for persons meeting certain low income and asset guidelines and persons ages 55 and older. The non-profit agency provides both emergency crisis and long term assistance to persons who live in service areas including the boroughs of Carlisle, Mt. Holly Springs, and Newville, Dickinson, and the townships of West Pennsboro, Middlesex, S. Middleton, Penn, L. Frankford, U. Frankford, and N. Middleton Pennsylvania. The main office is at P.O. Shelters in Cumberland County Pennsylvania

  • Carlisle CARES Shelter Program –  the agency provides shelter in the community. Those without children can use the services of local churches, regardless of their religion for short term accommodations. Address is 50 W. Penn Street, Carlisle, 17013, phone (717) 249-1009.
  • Genesis House is run by the Salvation Army. Call 249-1411. This is an emergency shelter at 127 S. Hanover Street, Carlisle, Pennsylvania 17013.
