Residents of Summit County will benefit from the largest portion of the funding, however other First Energy customers can apply too. The Summit County Department of Community as well as the Economic Development and Love INC of Greater Akron will administrate the program. These organizations will take applications from customers, in partnership with FirstEnergy, and will decide upon whether residents are eligible for assistance.
Other organizations that will manage the program are available as well. For example, the Ohio Consumers' Counsel also partners with the Medina County Department of Job and Family Services, the Stark County Department of Job and Family Services, Portage County Salvation Army, and also the Salvation Army in Stark County.
