Help for bills, rent, and energy costs
The Cecil County and Elkton Salvation Army provides needy individuals with shelter, medical supplies, financial assistance for paying bills and other needs. Programs are offered for those experiencing an emergency or short term hardship. In addition, the agency also participates in Cecil County area Emergency Fuel Fund, which helps with heating and utility bills. Cecil County Community Action Agency
The local, non-profit Maryland Rural Development Corporation serves as the community action agency for the county. You can call them at (410) 269-0910. Some of the programs and services they offer include the following.
Foreclosure prevention, rent help - The agency has on staff HUD-certified staff, which provides both renters and homeowners with counseling and assistance in landlord/tenant relations, foreclosure and eviction prevention. The MRDC community action agency also administers the Section 8 Housing programs for Cecil County. In addition to those programs, both first-time Home buyer Counseling and rental assistance counseling are available to low to moderate income households that may be seeking to improve their housing or financial conditions.
